I don't understand the reasoning or motivation behind this provision. But it is clear that it could be easily abused. This is a great example of how the process is inadequate in terms of passing legislation without legitimate input from the Members of this body. The thought of an individual Member of a legislative body, including this one, having access to tax records of individual Americans is unacceptable and must be changed; but equally importantly the process needs to be changed. I am not attributing bad motives, but this must be changed and I take the chairman of the Appropriations Committee at his word that it will be changed. We need to change this process to ensure mistakes like this are not made in the future.
