“I don't understand the reasoning or motivation behind this provision. But it is clear that it could be easily abused. This is a great example of how the process is inadequate in terms of passing legislation without legitimate input from the Members of this body. The thought of an individual Member of a legislative body, including this one, having access to tax records of individual Americans is unacceptable and must be changed; but equally importantly the process needs to be changed. I am not attributing bad motives, but this must be changed and I take the chairman of the Appropriations Committee at his word that it will be changed.
