I challenge the gentleman to prove to anybody in this body that I, as a person, former prosecutor, would give the gentleman a pass if the victim was homosexual and the perpetrator just did not like, and I will only use the terms that came up in the Air Force case, the faggot that lived down the hall. That guy got the full effect of the law. I say to the gentleman from Massachusetts (Mr. Frank), I do not believe that America is such today that the State court systems need to have the Attorney General under this legislation because of any reason they so choose to be able to take that case away.
