I will soon send to the desk an amendment which will provide for three additional criteria to be added to the current five criteria that are utilized for purposes of the Federal Transit Authority's determination of the validity of a New Start application. These three additional criteria are population density and current transit ridership, the technical capability of the applicant to construct the project, and the degree of local financial commitment to the project, including the degree to which the local community has overmatched the project. The purpose of these three are to add three relatively quantifiable factors to the five existing factors that will be used by the Congress and by the Federal Transit Administration in determining which of the New Start applications are appropriate for Federal participation. I urge adoption of the amendment on behalf of Senator Murray and myself.
