the basic thrust of this amendment is to maintain the status quo and the rules of the game under which those people who are currently in the country as legal immigrants, playing by the rules as they were at the time they entered the country, particularly as it relates to that group of legal immigrants who are attending educational institutions and depend upon their access to things like guaranteed loans to be able to finance their education. It really means the ability for thousands of students across the country to be able to continue their education and continue their pursuit of the American dream--coming to America, getting an education, becoming a fully self-supporting citizen.
