Mr. Chair, as I previously said, the purpose of this is to strengthen the ban. And, again, I was on the beaches following the BP oil spill and saw the tar washing up on the shores. I am proud to represent many military installations in the State of Florida and in north Florida, and they don't wish to have this either for training purposes for our military. {time} 0040 I would like to just reiterate this is something that, in a bipartisan nature, has been approved of. It was just approved last year, and I would just like to respectfully request that it be approved again this year by voice vote. Mr. Chairman, I reserve the balance of my time.
