to close briefly, let me underscore that I support the balanced budget amendment. I will vote for the balanced budget amendment in the form it was reported by the Judiciary Committee. I do so because I believe it is superior to the alternative of continuing with the status quo, a status quo that had added $4.5 trillion to our national debt in less than 20 years. I believe, however, that the balanced budget amendment can be improved. I have suggested what I think is an important area of that improvement, and that is that after we have achieved the objective of section 1 of the balanced budget amendment, which is to see that we will bring as rapidly as possible our annual accounts into balance, we will not be adding to the national deficit, that we will then place a safety lock on that gain by saying there shall not be any further increases in the national debt without a three-fifths vote of both Houses of Congress.
