“Is it correct, then, that if an individual or household was unable to obtain a loan from SBA, or assistance from another source, then they could be eligible to receive additional emergency home repair assistance, based upon the regulations that FEMA promulgates for this section, and as long as the total FEMA assistance received by that individual or household does not exceed $25,000?”
