We waive sovereign immunity in limited circumstances. The same is true if you are in New York or Washington and someone driving a car, working for a foreign government, hits you. You can actually bring a lawsuit. If there is a tort committed against you or your family by a foreign entity, just as long as the people are within the scope of their employment, you can sue. What about terrorism? We are not talking about car wrecks. We are not talking about slip-and-falls.…”
