Mr. Chair, as the designee of the gentleman from Florida (Mr. Jolly), I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to research, investigate, or study offshore drilling in any portion of the Eastern Gulf of Mexico Planning Area of the Outer Continental Shelf that under section 104 of the Gulf of Mexico Energy Security Act of 2006 (43 U.S.C. 1331 note) may not be offered for leasing, preleasing, or any related activity. The Acting CHAIR. Pursuant to House Resolution 820, the gentlewoman from Florida (Ms. Graham) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from Florida.
