What I would like my colleagues to understand is that no German prisoner in World War II had the ability to go to a Federal judge and say: Let me go. If you had brought up the concept in World War II that an American citizen who was collaborating with the Nazis could not be held as an enemy combatant, you would have been run out of town. Does the Senator agree with me that in every war we have fought since the beginning of our Nation, unfortunately, there have been episodes where American citizens side with the enemy?
