My second amendment addresses the issue of unfunded mandates. In the spirit of S. 1, the first bill of this session that will seek to limit unfunded mandates in the future, a bill which was passed with bipartisan support and signed into law by the President, I am offering an amendment to apply the principles of S. 1--the unfunded mandates bill--to the welfare reform bill. My third amendment deals with the section of the Dole bill the calls for a ranking of States' compliance with the provisions of this bill. My thesis is that this ranking system would be inherently unfair, because of the disparate amounts that would flow to States under this bill. Therefore, if we're going to give the States a grade, my amendment would require the Secretary to take into account the number of poor children in each State. My fourth amendment deals with the work-participation goals in the Dole bill. My amendment would allow those work goals to be modified, based on the amount of funding a State receives. My final amendment would allow legal aliens currently receiving benefits to continue to be eligible under this legislation.
