this amendment has two principal provisions. First, it stands for the principle that we should have a series of tax bills before the Congress where we can consider one at a time, rather than a single gargantuan bill as is before us tonight. Second, we believe the purpose of the first tax bill should be to deal with the first economic challenge of America, which is a slowing economy.
