Mr. Chairman, the caps that are being proposed here could create shortfalls of billions of dollars over the next 10 years, triggering huge cuts. And let me tell the Members the programs that would be cut: veterans compensation, veterans pensions, food stamps, Medicaid, children's health insurance, childcare, direct student loans, farm price supports, TRICARE for Life, military benefits, and trade adjustment assistance among others. This is not a good plan. We do not need to put those in jeopardy of automatic cuts, and I oppose the amendment and urge others to do so also.
