keep in mind that other body called the Senate moves in a separate orbit from this body, and somebody over there is going to have a different idea, and there is going to be an entry under a different program. When we go to conference, the conferees are going to have a different idea, and the bookkeepers around here are going to be switching credits from account to account, taking back credits as the money that was saved is now spent. The project that was going to be killed or cut is now restored, and it becomes a nightmare. That is why this idea has had all of the longevity of a lead balloon. It has never gotten off the ground.
