“I have been on the conference committee every year for at least 20 years, and I never seen this happen before. I have never seen the leadership of either party come forth and say, you may have signed it, you may have closed it, you may have signed and sealed and delivered it; but we can still change it and add to it things that are totally out of the scope, out of scope because they are not in the jurisdiction of our committee, and out of scope because they have never been considered by either committee in either House, hearings, markup, on the floor, in the committee, anywhere. Totally out of the blue to come at the 11th hour. And to impose this on the bill in deference to wealthy contributors who do not want to be encumbered with limits on what they can contribute is outrageous. There is no nicer word for it.”
