In my opinion, if the gentleman will read the other amendment which I filed in the Record, a ground-based system includes by definitions space-based sensors. It could have ground pop-up sensors, as the gentleman knows. At one time the ground-based system had pop-up sensors that would have been launched only at a time of threatened attack.
