The Congress has laid out a strategy to reduce spending gradually over time. I think moving back off of that would be a mistake.

You want to move this economy faster? How about we stop underinvesting in our Nation's public infrastructure?

I would characterize it as they held interest rates too low for too long in that period, and that caused excesses in the housing market.

I think higher capital requirements are a way to get at this problem, and it may be the easiest way.
