It is quite possible. I am not sure about who directed who to do what, but it is very likely that under any circumstances, and I know how you gentlemen from Illinois feel, because it means a lot of jobs, but still, I believe that the Eximbank would have come under great, savage criticism had they approved this loan. Then how can the administration run up here on Capitol Hill, then, and try to persuade all of us to vote for MFN? Where are their environmental and humanitarian concerns when it comes to that issue?
