I think the leadership in this House, on both sides of the aisle, deserves a lot of credit for the work that has gone on over the last month to bring forward a very balanced and in many ways bipartisan bill that sets up a long-term energy policy for the country. This plan does not just rely on increased production; it also emphasizes conservation. But it recognizes that you have to do both. We cannot conserve our way out of the energy problem, but we cannot drill our way out of the energy problem, either. We have to have a long-term, balanced approach to our energy policy. I think the bill that we are bringing to the floor of the House tomorrow accomplishes that, and I think the leadership on both sides should be commended for all of their work in this area.
