Members do not know how good it is to work on a bipartisan basis on an amendment with the other side. Both sides, the gentleman from Pennsylvania (Mr. Goodling) and the gentleman from Illinois (Mr. Porter) and my colleagues, have worked for after-school programs, not just baby-sitting, but to make sure there is education going on. I laud that from both sides. Alan Bersin is the Superintendent of Schools in San Diego. I support him 100 percent. He is one of my champions. He is a Clinton appointee on the board, and before now he was superintendent. If we really want to help special education, we are losing thousands of good teachers that just want to teach in special education. But there are trial lawyers that are using and abusing the schools and forcing many of these teachers out. This is an area where we can come together and work to actually enhance special education, instead of having trial lawyers take all the money that we are trying to help with that. I laud my colleagues on the other side for supporting the after-school programs.
