I do not feel that our colleagues on the other side of the aisle, the answer in their Patients' Bill of Rights was to have unlimited lawsuits, which in my opinion would drive up the cost of health care and destroy our HMOs, versus what you are planning to do is to make changes, to make sure that people have access and adequate care. Is that correct?
