let me give my colleagues some facts. The gentlewoman from Connecticut said that we were cutting NIH because we delayed 40 percent. My colleagues support the President's budget which only increased NIH 2 percent, so even if we delay 40 percent, remaining 60 percent, we fund more than they do under the budget now; and then the remaining 40 percent will also be spent, which is 12 percent more than the President, that his entire plan supports. So what I would say to my colleagues: listen to the gentleman from Ohio (Mr. Kasich). I am also a cancer survivor, and I am glad the gentlewoman from Connecticut (Ms. DeLauro) was a cancer survivor, and one of our priorities is to double medical research. The gentleman knows that, and we fight for it, and I believe in it. It is also our priority to keep our word not to touch Social Security and Medicare, and I will do everything I can to make sure that that happens. But we increased health care medical research by 15 percent last time, 14 percent this time; and we are going to continue to do that because I feel that is one of the gifts that we can give to this great country.
