A balanced budget is about 40 years late. We were here for 93 days and passed the Contract With America, which was the most bipartisan Congress in the history of this body. And they have had 40 years to balance a budget, and they have not done it. We kept our word. We are here. We are going to balance the budget by 2002, and it will happen. So we do agree it was late, 40 years late.
