we rise to honor and mourn Ronald Reagan. But first I would like to thank Mrs. Nancy Reagan. The wisest of men knows it takes a good woman to make a good man, and what a good wingman she has been, both in sickness and in health. This Nation also owes Nancy Reagan a debt of gratitude; both of them good and decent people. Ronald Reagan was one of the most respected and effective Presidents in American history. Mr. Speaker, the Irish have a toast, and it goes like this. It is to those who support Ronald Reagan, and everybody lifts their glass; to those who may support Ronald Reagan, and everybody lifts their glass; and to those that will never support President Ronald Reagan, may God strike them in their shins so we shall know them by their limping. But there are not many of those, Mr. Speaker. President Reagan said, you know, the United States was never meant to be the second best Nation. We set our sights high for the stars, and we are going for the gold. He said that back in the 1980s. He came to the job with one underlying goal, and that was freedom.
