people are split on both sides of this, but I would like to relay a story. Hall Rogers and some of my Democrat colleagues went to Hanoi. We spoke to the Communist Chinese Prime Minister. I asked him, Mr. Prime Minister, why do you not get involved in trade? In perfect English, he said, Congressman, we are Communists. He said, If we get involved in trade, people out there will have, in his term, things, private property and property, and we as, Communists, will be out of business. At that point, I said, Trade is good. If we take a look at where China was 20 years ago, I was there, and where they are now, no, they will lie, cheat, steal. They are a national security risk. But I think the question is where do we want China to be 20 years from now. I think we have an ability to open those markets and move them to the right instead of going back to the left. I think it is in the best interest for national security and human rights to let them move in that direction.
