“that is the whole idea. When the gentleman claims that they gave a surplus, we took away their Social Security tax increase. We restored veterans' pay. We restored military pay. We put their gas tax into a highway trust fund so we could build more. We took away the middle-class tax and we had our budgets to balance the budget. We had 9/11 and it has gone up, but their policies did not create that surplus. We did away with that tax and it was our policies that increased it, not decreased it.”
