I think the gentleman would be correct if that is the only issue. I meant it. I said it as a policy of the people in general that support the issues that degrade national security of this country, and that is one of those many issues which the gentleman supports, and in a case of amendment that is absolutely ridiculous, it was meant to formulate those same people that do not support defense are trying to tie the hands of defense even in the future.
