“it was the full intention to protect Native American languages, as these sovereign tribes have a unique relationship with the Federal Government. Unfortunately, the Parliamentarian ruled that adding these sections would not be germane to the bill we are debating. I look forward to working with the gentleman in seeing that the Native American languages are protected as the bill works its way through the legislative process.”
