The first thing, I would not give $5 billion to the former Soviet Union when they are building submarines. I would not give money to Haiti that can sit there for the next years, and we are spending billions of dollars there. We are looking into Somalia. We are going to spend billions of dollars there. There are a lot of areas this Congress could do it. We are not doing it. I think the chairman, with the limited resources he has, has done a good job.
