There are also many of the endangered species and also porvina, which is a fish that lives there, which is dying in very fast order. I do not believe we are trying to get there in the same place, because if Members want to delay a bill in this body, if they want to kill a bill, just have a study with no commitment, with no commitment to carry it through. That is exactly what the Miller substitute does, study, study, study, knowing good and well that we will come back and not be able, when the funds are low, to fund it.
