“Mr. Chairman, if the DeFazio amendment fails, I am going to offer an amendment to put it at 25 percent. I will not do that if that passes. I cannot imagine it not passing, because the public has spoken, the airline pilots have spoken, and I think this House has spoken as far as that position. I understand that, in drafting a bill, you have got to work in a tight way to craft a bill that you think is the best, but I think looking at what the needs are, we need more than a 2 percent chance of these pilots bearing arms.”
