“I think if we told the American people that we are going to continue with the cold-war strategy with Russia of mutually assured destruction, that if they shoot at us, we will destroy them, they will destroy us, and that we will not attempt to use our technology to develop a system that could not only protect us against the Soviet Union but multiple missiles from China or some other nation that was capable of developing multiple systems, I do not think that is something that the American people would like.”
