I rise today in support of President Clinton's budget proposal. Some may view the President's budget proposal as a heartless cut and slash of vital Government programs. Yet for others, it does not cut enough. But this budget is a pretty good balance of our Nation's priorities. While the President's budget proposal calls for cuts in some rather popular programs, it also calls for a $888 million increase for childhood immunizations, and a 7-percent increase in education programs, with a boost in efforts to ensure safe and drug-free schools. The budget proposal also increases law enforcement spending--enabling States and municipalities to put more police officers on the streets, and contains $500 million additional for veterans' medical care. Mr. Speaker, this is a budget that seeks to further reduce the deficit, while continuing to provide the kinds of services and programs needed from the Federal Government.
