Mr. Chairman, if we fail to seize this moment to make investments that will allow our great Nation to surge forward in the creation of this new cyber-civilization, then our children and grandchildren will frown on us and will lament the fact that we failed not because we lacked fiscal resources but our failures, our very devastating blunder was due to a poverty of vision. Mr. Chairman, we are the custodians of unprecedented wealth in a giant economy. But we must not allow midget minds and tiny spirits to control our destiny. At a time when positive generosity is possible, such a proposal maximizes great selfishness.
