Well, you know, Senator Manchin has on occasion said that in order for the thing to work right it needs to be bipartisan. I will remind him that the 15th Amendment to the United States Constitution, the amendment that gives the former slaves the right to vote, my forbearers, that was a straight party line vote. It was not bipartisan.
