I want to congratulate those Members of the Republican Party for their foresight and fortitude in coming forward at this time with this CR, but it is more like a partial plan rather than a full plan. Of course, there are times when a half a loaf is better than no loaf at all. However, there are times when going halfway can be very, very dangerous, especially for those people who go to work every day. What we are doing this with is allowing people to go back to work, yet we are leaving them exposed to hazardous conditions because we are not allowing the EPA to its work. We are saying to people who are exposed to safety problems on highway contracts that you can work but the OSHA people will not be allowed to check for safety standards. I believe that what we are doing here is in fact exposing working people to some untenable situations. So I would say that what we ought to be doing is looking at how we cannot just go halfway but go all the way in making sure that people do not only work but are safe when they carry out their duties and responsibilities.
