I happen to agree with the late Justice Ruth Bader Ginsburg, who dissented in that case, saying that preclearance was, in fact, working and throwing it away was like throwing away an umbrella in a storm because you are not getting wet.
Clyburn supports Ginsburg's view on the importance of preclearance for voting rights.
