Thank you very much, Representative Wilson. I didn't think I would ever live long enough or serve here long enough to call myself the dean of the South Carolina delegation, but I seem to have reached that point. I would like to add my voice of congratulations to Tim Scott. Tim I have known for some time. He has worked in the vineyards of Charleston County and in the State legislature. I enjoy Tim a whole lot. I enjoy those moments when we talk about the issues and then go to our respective voting places and cancel each other out. He is that kind of guy, and I appreciate him for it. But I also know that Tim is the personification, as I said to one media, of South Carolina's motto. Our State's motto is: ``While I breathe, I hope.'' It's a great motto for a State, and it personifies what Tim Scott's appointment has meant, not just to South Carolina, but to this great Nation of ours. Tim, congratulations. Godspeed. I know that you will represent our State and Nation honorably.
