“I always am so very impressed, in fact at times even amazed at the knowledge that the gentleman from Minnesota (Mr. Oberstar) our ranking member, has on the issues that come before our committee, and I think there are very few Members in this body who are more dedicated to the work that comes out of a committee than the gentleman is to the work that comes out of the Committee on Transportation and Infrastructure, and I just wanted to express once again, as I have before, my very deep appreciation and respect and admiration for him, and he has shown that once again on this bill. And I do agree with him. He is correct in saying this is not just another bill. The lack of controversy about this bill should not be any indication of its importance. As I mentioned a moment ago and as the gentleman from Minnesota (Mr. Oberstar) mentioned, it has almost one-fifth of the surface freshwater in the world in the Great Lakes and I think 95 percent of the U.S. surface freshwater.”
