I have requested this time tonight and have taken this special order to pay tribute to a great Tennessean, a true statesman, we think one of the finest men who has ever served in this body, and that is our good friend Congressman James H. ``Jimmy'' Quillen. Congressman Quillen has served the First District of Tennessee with great distinction and honor for 34 years. Now he is ending his 34th year and he has announced his retirement. Certainly he will be missed here, and he certainly has achieved and has earned the great respect and love of all of his constituents in east Tennessee.
