This bill, H.R. 99, would extend the FAA's airport improvement program and fund the FAA's operations and facilities equipment programs through the end of fiscal year 1999. Last year, we carried for the first time in history with not a single fatality, a single commercial air fatality, 615 million passengers. This year, that figure is scheduled to go up to 660 million and, as the gentleman from Massachusetts (Mr. Moakley) pointed out, to over a billion at some point in the very near future, certainly within the next decade. With the passage of this bill, $10.3 billion for the FAA's program would be authorized for 1999.
