I rise to urge support for the Presidential library contribution disclosure bill that I first introduced in the last Congress. I believe this is common-sense legislation. It simply requires disclosure, public disclosure, of donations and donors to Presidential libraries. I first introduced this bill in 1999, many months before anyone heard of Marc Rich or the Presidential pardons that the gentleman mentioned a few minutes ago. I introduced this bill because I felt the public should be made aware of possible conflicts of interest the sitting Presidents could have while raising funds for their libraries. In most cases we do not know who these donors are or what interests they may have on any pending policy decisions. This bill will shed light on an otherwise secretive process.
