If somebody has intentionally violated law, absolutely, they ought to be prosecuted. This amendment is in order because we are dealing with justice and how this is prosecuted. We are saying that the Justice Department can't expend any money to prosecute these incidental accidental deaths. We need an interpretation of law. There is no doubt in my mind that we ought to revisit the MBTA and Bald and Golden Eagle Protection Act, and we will. I am on the Natural Resources Committee. I promise you, this issue will come up; but I think it is appropriate to say we are going to hold off on expending any money by prosecuting these accidental incidental deaths. I would urge my colleagues to vote for this. I think it is the right place and the right time. I yield back the balance of my time.
