I just wanted to applaud the gentlewoman from Hawaii because in countries where even they have the Rule of Law, if they don't have the courts that are necessary, or the non-corrupt courts necessary to prosecute then you see laws being avoided and the continuation of bad practices.
Duncan supports the importance of non-corrupt courts in upholding the Rule of Law.
