I urge opposition to this motion, Mr. Speaker. What we have here in this motion to recommit is just the latest attempt by a few on the other side of the aisle to cater to special interests instead of the needs of the American people. Behind me, I have a copy of the transboundary area that we're talking about, the Western Gap. You'll notice in that map you don't even see the State of Florida. This bill enacts an agreement between the United States Government and Mexico to open up a million and a half acres to offshore drilling in the Gulf of Mexico, an agreement negotiated by and signed by the Secretary of State, Hillary Clinton, in February 2012. We want to make sure this agreement will help create American jobs. We want to make sure that we're developing our resources in a safe and responsible way. We want to make sure that this bill puts us on the path toward North American energy independence. This bill does all of those things, yet the gentleman that offers the motion says he is against the bill. Actually, he said he's for it, but for a lot of different reasons. But this is an attempt to delay the fact that we need to make changes. The time for delay is over. The time to come together in a bipartisan way to create jobs through energy is at hand. We want to develop these resources to achieve North American energy independence and end our dependence on Middle Eastern sources of energy, and we want to reduce the cost of fuel for all Americans.…
