Mr. Speaker, this rule will allow the House to begin consideration of H.R. 4092, the Violent Crime Control and Law Enforcement Act. In the State of the Union Address, the President urged Congress to set aside partisan differences and to pass a strong, smart, tough crime bill. In response to this call, the House has before it today a far-reaching bill that does exactly that. H.R. 4092 is a strong bill that authorizes over $15 billion in funding to address the crime problem on a number of different fronts. This targeting of Federal funds on crime is the largest ever considered by the House of Representatives. H.R. 4092 authorizes a total of $3.45 billion in Federal grants for 50,000 more cops on the beat.
