I do agree with that. Fannie Mae and Freddie Mac are particular problems and issues have to be addressed.

If it doesn't achieve the objective of eliminating too-big-to-fail, I think we ought to come back and decide or ask Congress whether they might take additional steps.

We all agree that the burden of regulation falls particularly heavily on small community banks which don't have the resources to manage those regulations very effectively.
