I agree that no individual and no institution should be exempt from paying for crimes that they commit.
A default by the U.S. Government would be extremely disruptive.
If it doesn't achieve the objective of eliminating too-big-to-fail, I think we ought to come back and decide or ask Cong...
Finding a way to deal with that issue I think is the most challenging part but has the biggest payoff.
