James R. Langevin is a former U.S. Representative from Rhode Island, serving from January 3, 2001, to January 15, 2022. A member of the Democratic Party, Langevin was the first quadriplegic to serve in the U.S. Congress, having been injured in a shooting accident at the age of 16. Throughout his tenure, he focused on issues such as cybersecurity, disability rights, and health care. Langevin served on several committees, including the House Armed Services Committee and the House Committee on Education and Labor.
It's why it's so important that we have international engagement and leadership on AI.

If I could, the next question, for General Kehler, the People's Liberation Army considers cyber capabilities to be an integral part of strategic and nuclear deterrence.
I have long believed that if we ever get into a conflict with a China or a Russia, that that conflict will begin in cyberspace and may not go kinetic for quite some time.
With that, the subcommittee will come to order. I'd like to welcome the members who are joining today's hearing remotely.

Thank you for the integrity you showed when you were director at CISA in securing elections and doing everything you can to make sure, as you said, they were the most secure in U.S. history.
I was very pleased with our final report and the findings in it, and hopefully it is going to be a great blueprint going forward for better protecting the country in cyber space.
