“I do not plan to oppose the Miller amendment. It is a sense of Congress resolution. But I do want to make a couple of comments about it. First of all, I appreciate the willingness of the gentleman from California (Mr. Miller) to delete from his original amendment the list of findings that I think were problematic both from a germaneness point of view and in terms of some of the specific items that were included. Secondly, I have a concern that the amendment urges American colleges and universities to do something that neither they nor we have much guidance on what is intended. It is my understanding there are some universities that have adopted some type of codes of conduct for their licensed apparel. But we do not know how well these codes work at this particular time. It is unclear since it is a rather limited experience. I understand the resolution basically says that codes of conduct are generally a good idea. Beyond that, we really do not have much information on how they work in the context of colleges' and universities' licensed apparel. I would particularly make the point with regard to the issue of monitoring.”
